The Minister of Local Government, Hon. Balaam Barugahara, has ordered investigations into the alleged mismanagement of up to Shs5 billion meant for road maintenance in Buhweju District, following findings from a special audit.
The directive was issued on Friday, August 7, during the minister’s inspection of government programmes in Buhweju under the “Expose the Corrupt” campaign.
The minister tasked the State House Anti-Corruption Unit, Directorate of Public Prosecutions, Criminal Investigations Directorate of Uganda Police, Inspectorate of Government and Internal Security Organisation to investigate alleged financial irregularities involving district officials.
The audit findings have already resulted in the interdiction of several officials, including Senior Engineer Dicklus Twinamatsiko and Assistant Engineering Officer Samuel Nkwasibwe, over alleged failure to implement road projects and account for funds advanced to them.
According to interdiction letters dated August 6, Twinamatsiko allegedly received Shs30 million to rehabilitate the Kabuga-Rushambya-Ekikorijo road, but the works were reportedly not undertaken. The Chief Administrative Officer, Fred Kalyesubula, alleges that the money was instead diverted to the Kisa-Matsyoro Road, which had its own budget allocation.
Nkwasibwe is accused of failing to complete the 4-kilometre Ndibarema-Kanshenbe-Kishungwe road after receiving Shs7 million. The audit reportedly found that only one kilometre had been worked on, leaving three kilometres incomplete.
The officers were previously directed to either refund the money or complete the outstanding works but allegedly failed to comply. They have consequently been interdicted for six months to allow independent investigations.
Other officials interdicted include Deputy CAO Susan Katambaki; Nsiika Town Council Town Clerk Gastone Bwinomumaisha, over alleged use of false documents during recruitment; Senior Education Assistant and Teacher at Katara Primary School Gilbert Twinomuhoozi, over alleged solicitation of money from people with promises of jobs and promotions; District Physical Planner, over alleged encroachment and construction in a swamp; and Production Officer Flavia Tushemererwe.
Also interdicted are Assistant Nursing Officers John Byamukama and Aurelia Katushabe; midwives Lilian Musiimenta and Julian Tusasiirwe; and District Internal Auditor Charles Twinomugisha, who is accused of failing to act on concerns raised by residents.
The minister also directed the district to review and re-advertise the position of District Health Officer, after asking Acting DHO Prudence Atukunda Nowe to step aside following allegations surrounding her appointment, treatment of health workers and alleged creation of ghost patients to obtain Primary Health Care funds.
